What a bill of sale actually is

A seller hands you a signed bill of sale but no title. Has the ownership paperwork been completed? In California, the bill of sale records the deal; it does not, by itself, complete DMV’s title-transfer process.

REG 135, California’s Bill of Sale, identifies the vehicle or vessel and records the buyer, sale date and price. A gift has its own value and relationship fields. The form has seller certification and signature lines. The buyer’s fields ask for printed names and an address, not a buyer signature. That distinction matters when someone says both parties must sign this particular form.

Read it as evidence of a particular transaction. Does the VIN match the vehicle? Does the seller named on the receipt connect to the ownership documents? Is the amount a selling price or a gift value? A neat receipt does not resolve a missing link in ownership or release an outstanding lien.

California DMV’s title-transfer guidance explains the ownership certificate, signatures and any replacement-title documents needed for the actual change of record. REG 227 can be relevant when a California title is missing, but that has separate owner and lienholder requirements. The bill of sale is useful supporting paper in the appropriate transaction, not a substitute for every requirement.

Registration answers a different question: the vehicle’s registration record and authorization to operate under the applicable rules. It is possible to have a receipt in hand while the title or registration application is still incomplete.
