What a plate transfer actually is
California special-plate reassignment, leaving plates with a buyer, separate retention and category-specific fees.
You want your California personalized plates on a replacement car. Can you just remove the screws and install them? DMV reassignment connects the plate privilege to the receiving vehicle’s record. The physical swap does not complete that change.
Manual section 21.235 covers reassignment of owner-issued special plates. The receiving vehicle must be registered to the plate owner or accompanied by the papers to register it to that owner; registration must be current or renewal fees paid. REG 17 or REG 17A, the existing assigned plates and applicable fees are part of the process. Removing a special plate from the old vehicle has its own documented step.
That differs from leaving the special plates with the car when selling it. Section 21.245 describes release of the original plate owner’s priority and the new owner’s application, with special circumstances for family and other transfers. A buyer does not acquire every special plate merely because it is bolted to a purchased car.
Retention means keeping priority while the plates are off a vehicle. Renewal keeps the applicable plate privilege going. Reassignment moves it to the receiving vehicle. Those are separate fee rows, and a title transfer changes the vehicle’s ownership rather than just its plates.
Appendix 1F lists $43 for Environmental-plate reassignment at the check date. It is not a universal price for every special plate or a total registration quote. California Historical Vehicle and Horseless Carriage plates illustrate a different rule: they stay permanently assigned to their vehicle and cannot be reassigned.
Check the exact plate type and both vehicle records before the swap. These are California special-plate examples; they do not establish how ordinary plates or another state’s plates transfer.
