What a safety inspection sticker actually is
A safety inspection sticker is the periodic pass some states put in the glass. New York still punches a month. Texas DPS used to. California has no statewide annual safety sticker. It is not the title, not registration tabs, and not a smog certificate.
Is the punch on the glass the title? No. People also treat it like the registration tabs, or a smog cert. Those are different papers.
A safety inspection sticker is the periodic pass a licensed station puts on the windshield after brakes, lamps, glass, and the rest clear. New York DMV still requires one every twelve months. The month is punched. Midnight on the last day of that month is the end. Lose it and VS-118 is the replacement sheet. It is not the title. The state still titles the VIN. It is not the registration tabs alone. Those say the plate is current. It is not a smog certificate. That is an emissions pass.
Texas DPS used to put its own certificate in the lower-left glass, above the registration sticker. As of January 1, 2025 that annual safety sticker is gone for non-commercial cars. House Bill 3297. Commercial still inspects. Emissions counties still test emissions. The $7.50 replacement fee on the registration bill is not a sticker.
California never ran a statewide annual safety sticker. Smog is a different paper — BAR, ninety days, already covered. A revived-salvage safety-systems check is a one-time BAR job, not a yearly windshield punch. If the glass has no month punch, you are not looking at a New York inspection sticker.
