Safety inspection stickers: New York's annual sticker, Texas's 2025 repeal and California's approach

A windshield inspection sticker shows that a car passed a particular state’s inspection program. It is not a national document. Whether a state requires one, how often, what it checks and what it looks like all vary, and some states have dropped periodic safety inspections altogether. Three large states show how different the systems are.

New York: an annual sticker

New York requires an inspection every 12 months and when ownership transfers, and a valid sticker must be displayed. It expires on the last day of the month marked on it. NY DMV inspections.

Most inspections combine safety with an OBDII emissions check. Diesels get a diesel emissions test. The emissions part does not apply to motorcycles, electric vehicles, cars less than two model years old or more than 25 model years old, diesels other than 1997-and-newer models under 8,501 lb GVWR, cars with historical plates, or vehicles subject to the heavy-vehicle inspection. Running late is expensive. The fine range climbs once a sticker is more than 60 days expired, a missing sticker is fined at the higher range, and a mandatory state surcharge is added on top. Parked cars can be ticketed too. NY fines.

The rules differ by sale type. A New York dealer must have the car inspected within 30 days of the sale and before delivery. A private buyer gets a 10-day inspection extension from registration, and the previous owner’s inspection is not valid. A new resident’s sticker from a state that issues stickers stays valid until it expires or one year after registration, whichever comes first. If a sticker falls off, it can be re-taped. A lost one can be replaced by mail with DMV’s replacement form or by re-inspection. NY transfers and replacements.

The sticker itself changed. In 2023 New York began moving to print-on-demand stickers printed at the station with vehicle-specific information, still color-coded by expiration year. Old-design stickers could remain valid until the end of 2024. A punched-month sticker is no longer the only legitimate design, and police can check validity against the printed details. Texas: safety inspections ended for most cars

Under a 2023 state law, non-commercial vehicles have not needed a safety inspection since January 1, 2025. Instead, they pay an inspection program replacement fee at registration, and new vehicles pay a larger amount up front to cover two years. The fee replaces lost revenue. Emissions tests continue in the Houston, Dallas–Fort Worth, Austin and El Paso areas. DPS said Bexar County would be added in 2026. Commercial vehicles still need a passing safety inspection in every county and are exempt from the fee. DPS also reminds drivers that working lights, horn, mirrors, wipers and tires are still required by law. Texas changes.

California: emissions checks and a one-time salvage inspection

California’s periodic program for ordinary cars is Smog Check, an emissions inspection whose certificate goes to DMV electronically. BAR Smog Check. Safety inspection applies to revived salvage vehicles. The vehicle safety systems inspection covers structure, brakes, lights, steering, suspension, tires and wheels. Reading a sticker

Check the issuing state, the expiration, and on newer New York stickers, that the printed vehicle details match the car. A sticker records an inspection, registration shows registration status, and neither is the title. If you move a car between states, follow the new state’s program, not the old sticker.
