What a temporary operating permit actually is
California temporary operating permits have specific eligibility and start dates. A failed biennial-smog TOP differs from other 30-, 60- or 90-day permits and one-day moving permits.
A California Temporary Operating Permit (TOP), REG 19F, is temporary operation authority for limited cases while registration is incomplete. DMV describes it as a two-part form with a validating sticker. Having paid fees is one condition in the relevant categories; it does not guarantee a TOP for every unresolved application. DMV TOP manual.
For a failed biennial Smog Check, DMV requires renewal fees, the failed inspection report, proof of insurance and a $50 nonrefundable TOP fee. An eligible BAR Consumer Assistance Program letter can waive that fee. The 60-day period runs from registration expiration or removal from planned nonoperation, rather than giving a fresh 60 days from whichever day the owner asks. Only one biennial-smog TOP is allowed for the same vehicle in two years. DMV failed-biennial-smog TOP guidance.
Other one-time TOPs have their own 30-, 60- or 90-day conditions. DMV lists certain incomplete nonresident applications, CHP referrals, original or transfer Smog Check difficulties and headquarters plate issuance. An original/transfer-smog permit should not be borrowed as the rule for a failed biennial renewal. Compare DMV TOP categories.
A salvage-retention vehicle being revived has a specific 60-day category in the manual, requiring applicable paid registration fees and a VSSI certificate. Older instructions still mentioning brake or lamp certificates need to be read against BAR’s current safety-systems program, which superseded those certificates. Current manual revival category; BAR explanation of superseded brake/lamp certificates.
REG 172 is a different permit: eligible one-day movement for listed purposes such as repairs or inspection. Its no-fee status does not make it a general commuting permit, and status/fee conditions still apply. One-day moving-permit rules.
The question to settle with DMV is which incomplete requirement and permit category applies to this vehicle, plus the actual expiration printed on the permit. A fee receipt or pending application by itself is not a permit.
