What a temporary tag actually is
Temporary tags and plates are state-specific permits. California examples differ from historical Illinois tags, and Texas replaced dealer paper tags with metal plates in July 2025.
A temporary tag or plate provides limited operation authority under the issuing state’s program. It normally identifies the vehicle and an expiration, but the name, display rules and eligible use differ. Read those terms rather than judging validity by paper versus metal.
The California photograph below shows a 2023 dealer temporary license plate with a report-of-sale number, plate number and expiration. It is an example of the document’s appearance, not a permit for another VIN. Texas is the clearest reason the material shortcut fails. Effective July 1, 2025, HB 718 replaced the dealer temporary-paper-tag system with metal plates. A 2026 Texas purchase should be checked against TxDMV’s current plate program, not a legacy paper-tag illustration. The change does not mean every temporary or transit permit is the same as a fully completed registration. TxDMV HB 718 implementation.
Confirm the issuer, VIN, permitted use, required display and expiration with the agency or dealer that issued the authority. A title records ownership, while a temporary plate or permit answers whether a particular operation is authorized for a limited period.
