A vehicle power of attorney is a limited sheet for one VIN. California REG 260 is the downloadable form. A secure POA such as Florida HSMV 82995 is a different paper.
Is a vehicle power of attorney the title? No. People also treat it like a general financial POA. Those are different papers.
A vehicle POA is a limited sheet that lets someone else sign DMV and title papers for one named VIN. California prints that as REG 260: identification number, year, make, plate, then appoint, then sign in ink. Photocopies of REG 260 may be accepted. It is not a general financial POA. It does not move the name.
A secure power of attorney is a different class. Florida HSMV 82995 is the motor-vehicle POA plus odometer disclosure when the title sits with a lienholder or is missing. California has REG 262 in that family. Those print on secure paper. A photocopy usually will not do — the federal odometer disclosure still has to happen on the real sheet. The clerk wants the right class. REG 260 is the limited appointment. 82995 is the secure disclosure. The title is still the ownership file.
