What an MSO actually is
An MSO or MCO is the factory birth paper for a never-titled vehicle. The dealer assigns it. The state takes the original when the first title issues. It is not a title.
Is the MSO the same as the title? No. The Manufacturer’s Statement of Origin — Certificate of Origin, MCO, same paper under another name — is the factory birth sheet for a vehicle that has never been titled. The dealer assigns it. The state takes the original when the first title issues.
It is not a bill of sale. It is not registration. Photocopies usually fail. Original only.
California first-titles with Application for Title or Registration, REG 343, plus the surrendered MCO.
Texas does the same job on Application for Texas Title and/or Registration, Form 130-U. Texas even prints VTR-18 for when the wrong MCO was surrendered — Title Revocation Affidavit for Incorrect Manufacturer’s Certificate of Origin Surrendered.
