Salvage brands a repairable total. A nonrepairable certificate is the hard stop already on this site — no highway title again. Junk, the dismantler surrender, is the scrap-yard paperwork that retires the VIN from normal retitling. The next clerk is supposed to see a yard report, not a rebuild path.
